Making a layer slightly transparent.

How can I make the new layered image I put on the background, see through? I want to put an image behind an image but one be slightly transparent.

in the Layers palette, selecting the bottom left most icon will show different properties of the layer: transparency (alpha) will appear in a slider to adjust the level of opacity/transparency of this layer.
